What are the implications of sector work vis a vis government policy and funding?

State, federal and local policies are important drivers of sector initiatives. Through both funding guidelines and opportunities and public regulations, the policies of many different public agencies shape strategies and the types of services that initiatives provide, direct what industries initiatives will work in, prescribe the characteristics of participants who will be served, and mandate what agencies must be involved in initiatives, among others.
